TUGUEGARAO CITY AWARDED MOST OUTSTANDING
AGRICULTURAL AND FISHERY COUNCIL

The Department of Agriculture and the Regional Agricultural and Fishery Council (RAFC) named Tuguegarao City as  the region’s Most Outstanding City Agricultural and Fishery Council (CAFC) of the year in the Gawad Saka Search on March this year.

With this award, the city’s CAFC qualifies for the national level placing first among  five finalists all around the country.

Organized in 1987, CAFC is a non-government organization composed of farmers mostly in the eastern part of the city. 

The group is supported by the City Government specifically the City Agriculture Office.

Mr. Oscar Buguina, Tuguegarao City CAFC Chairman said 60% of the members are composed of private individuals who are farmers while 40% comprised of members in the government  sector.

“We aim to develop the economic status of the farmers,” says Buguina. In the process, we also advocate Agri-based projects of the city government like fish cage production, livelihood projects and development of fish cages and ponds. 

Although the organization does not have a fund to speak of, they are proud to have conducted regular and special meetings for their different projects. Buguina mentioned the aid of the city in the form of a four wheel tractor that helped mobilized and fast-tracked farming activities.

Buguina said they were able to accomplish different programs and projects due to the support extended by the city government and other agencies which help them raise funds for the welfare of the farmers.

ENTRANCE EXAM FOR CITY SCHOLARS HELD

A total of 181 applicants joined the Entrance Examination for Poor but Deserving Students’ Scholarship Grant of the City Government of Tuguegarao for the School Year 2007-2008 held at Tuguegarao West Central School on April 21, 2007.

The City Schools Division headed by Mrs. Maxima Banatao conducted the exam which started at 8:00 in the morning. The applicants were distributed to seven rooms with an examiner from the City Schools Division and an employee from the city government proctoring each room.

Ms. Mimi Tanguilan, in charge of the scholarship, initially screened all applicants who are required to have an average grade of 85% to join the said entrance exam.

The scholarship program of the city government which is intended solely for poor but deserving Tuguegaraoeños started in the year 2000. It used to cater  only to 40 individuals.

However, due to the increasing number of applicants, the city government decided to accommodate double the said  number. Now, there are 80 slots to be filled annually.

Last March, the City Scholarship Secretariat headed by Ms. Carol Calucag conducted a scholarship information campaign in all  public high schools of the city.

CITY DUMPSITE SOIL TESTED

Exploring the soil subsurface conditions of the City Dump Site at Carig Norte, the Geo Technical and Materials Testing Engineers from Manila headed by Engr. William C. Muñoz conducted a nine-day soil testing and investigation at the proposed Sanitary Land Fill from March 17-28,2007.

The group bored five holes to be able to determine the depth of excavation allowed in the area, the type of foundation or structural building which is appropriate for the area, and to make sure the liche (dagta) coming from waste materials wouldn’t penetrate or contaminate the ground water. These are all intended to secure the area.

Engr. Catherine Taguiam, program coordinator, said this test is necessary as it will serve as a basis for the treatment of liche especially as the city government plans to create a liche pond.

“If this project will prosper, management of our waste materials will be smoother thereby enabling us to take a better care of our environment, she added.

CITY SELECTS ICCA SCHOLARS '07

A total of thirty seven (37) incoming first year college students of Tuguegarao City joined the final screening of the Ibanag Commission for Culture and Arts Scholarship Grant held at the Mayor’s Office on April 26, 2007.

The scholarship was intended for artistically gifted Tuguegaraoeños in the areas of singing, dancing and acting. Unlike the academic scholarship (see page 1), this program does not look at the academic standing of the applicant nor at the economic status of the applicants’ parents but more on their talents and skills.

Every year, it gathers ten (10) talented individuals to perform in various activities of the city government. This youngest scholarship which have been offered only last year is the brain child of City Mayor Randolph S. Ting who witnessed the provincial government’s Sayaw Pinoy program early last year. In this activity, Philippine Normal University Dancers who are scholars performed in SPUP as a final leg in their performance tour around the country.

The City Mayor wants to develop young Tuguegaraoeño artists who are willing to join the ICCA. Every year, there are ten scholars to be accommodated in the program. This year 11 were absorbed in order to fill the vacant slot left by a batch 1 member who voluntarily backed out due to demands of his course.

Members of the screening committee this year  were Ms. Chita Ramos for dancing, Ms. Grace Alvarez for singing and yours truly for acting.

Last March, the city scholarship secretariat conducted an information campaign in public as well as   private schools in the city to make sure  incoming first year college students will be informed of this opportunity.
