LGU PROCLAIMS TEN OUTSTANDING YOUTH LEADERS 2007


In the awarding ceremony held at the Sangguniang Panlungsod Session Hall on March 2, 2007 
Tuguegarao City Government declared the Ten Outstanding Youth Leaders
of the city for the calendar year 2006-2007.

LGU CONDUCTS 1ST YOUTH FORUM '07

With the goal of fostering the youth of the city in partnership with other municipalities in the 3rd District of Cagayan, the local government unit of Tuguegarao City conducted the 1st Tuguegarao City Youth Forum at People’s Gym  on March 10,2007.

The forum gave the opportunity for the youth to be informed of  the city government’s different programs and projects as well as its corresponding accomplishments. It also became a venue for the youth to discuss among themselves their problems and issues and the possible solutions to address it.

SK Chairman Bonifacio Quilang welcomed all the participants. Among the students and teachers who joined came from the following schools: University of Saint Louis Tuguegarao, Cagayan State University, Saint Paul University Philippines, Medical Colleges of Northern Philippines, Cagayan Colleges Tuguegarao, STI College, Cagayan National High School, Cataggaman National High School, Gosi High  School, Linao National High School and Fatima Montessori. SK Officials of different municipalities and some members of the press also attended the event.

Mayor Randolph S. Ting highlighted the City’s accomplishments on youth programs which included among others the newly-constructed  City Library with internet connection, the  construction of 134 classrooms and 9 mini gyms, provision of scholarships to poor but deserving students, Summer Sports Clinic, Basketball and Chess Tournaments, community-based rehabilitation training for person with disabilities, program for out-of-school youth  and a lot  more.

At the forum, students actively asked questions to   Mayor Randolph S. Ting, City Councilors Danny Baccay, Calixto Melad, Eliseo Ave and SK Chairman Bonifacio Quilang.

One interesting question was on reproductive health where a student from Linao National High School queried about the city’s campaign program on premarital sex considering the growing number of high school students who are getting pregnant. Other questions ranged from politics to other plans of the city government and the Mayor himself for the development of Tuguegarao City.

In the afternoon session, students were grouped to brainstorm on problems and issues of the youth and  resolve for possible solutions. These were addressed through programs on educational development, social welfare, environmental management, economic and sports development.

Among the programs that the participants presented included: Rehabilitation of  Urinals and Public Toilets, Teen Centers, Youth Volunteerism, SK Reform, Funding Inventions, School for Culture and Arts, Saving Pinacanauan, Sharing One’s Expertise for free and open house tutorials.

As an added feature, Msgr. Benjamin Lasam, Parish Priest of the City gave a lecture on Servant Leadership.

The V.I.P. band (visually-impaired persons) of the City performed an intermission number to the delight of the young audience.

KALESA DECORATING CONTEST '07 HELD

 

 

Guided with the theme: “Ani ng Sining, Yaman ng Lahi”, the Provincial Government of Cagayan conducted a Kalesa Decorating contest last February 28, 2007 at the Arranz Stadium in celebration of the National Arts Month.

The two contested categories included that of the artists and kutcheros. Among 16 participating groups of artists and kalesas who came from Tuguegarao, Iguig and Lallo, three were proclaimed winners in each category.

Winning kalesas are owned by the following: 1st prize: Nestor Gayagoy of Caritan Norte who received a cash prize of P3.000 plus a certificate. 2nd prize: Ernesto Tumaliuan of Annafunan West who received a cash prize of P2,000 plus a certificate. 3rd prize: Ruben Pasion of Atulayan who received  a cash prize of P1,in sts are: 1st ze  Lucio Taguiam Jr. who received a cash prize of P10,000 plus a trophy, 2nd prize: Drafters 2007 of Cagayan National High School led by Marlon S.Ellana who received a cash prize of P7,500 plus a trophy and 3rd prize: Louisian Artists of the University of Saint Louis Tuguegarao led by  Chona S. Gonzalez. Who won P5,000 cash and a trophy.

Judges were Jimmy Tabbu, the Regional  Chairman of Chamber of Commerce and Industry, Dr. James Guzman of Provincial Health Office and Arch. Cheryl Moreno of the National Housing Authority.

The criteria included: relevance to the theme (30%), Originality (25%), Creativity (25%) and Attractiveness (20%). Foremost, the sturdiness of the painting which is expected to last for a year was also taken in consideration.

TUGUEGARAO BAGS OUTSTANDING TLDC AWARD

For three years in a row since it has started operating on August 2003, Tuguegarao City’s TLDC has won three Most Outstanding TLDC awards.

Technology and Livelihood Resource Center (TLRC)  recently awarded the city’s TLDC as Outstanding TLDC during the SME-TLDC Gawad Parangal Day held on February 25, 2007 at the Mega Trade Hall 2, SM Mega Mall where TLRC is holding its 30th Anniversary Celebration and Entrepreneur's Congress dubbed as Perlas ng Pangkabuhayang Pinoy “galling sa Negosyo, Daan sa Pag-asenso”.

City Mayor Randolph S. Ting attended the awarding ceremony which was graced by no less than Her Excellency, President Gloria Macapagal-Arroyo. Local Chief Executives of other cities and municipalities also attended the said event.  “We are so proud to receive our third Most Outstanding TLDC Award, considering our limited staff in the office we have been able to accomplish several livelihood trainings,” City’s Cooperative Development Specialist Mario Eugenio said.

In the said affair, the city joined as it had in the past years  through putting a booth which sells products from Tuguegarao such as cacao, baked peanuts, longganisa, peanut brittle, peanut candy, milk candy etc.

The city’s Technology and Livelihood Development Center (TLDC) has introduced innovative , productive and cooperative seminars and trainings which significantly changed the lives of the people in all 49 barangays of the city.

Christopher Corral, also City’s Cooperative Development Specialist acknowledged the support of City Mayor Randolph S. Ting in all the trainings and seminars they had conducted. “ No matter how creative our ideas are, without the help of the local chief executive and the city officials  we couldn’t have achieved so much” he said.

As part of the city’s effort to reach poor people and teach them to be independent by forming livelihood program suited to their needs and the demands of the time,  TLDC set a new pace of development in terms of income-generating livelihood programs and trainings. These strategy empowered people especially women to move into simple economic activity which propelled them into achieving more.

Despite the limited number of staff manning the office, TLDC was able to conduct numerous trainings and seminars not only in their hall but also to other venues to cater to hands-on trainings for the participants.

58 COUPLES JOIN MASS WEDDING '07

If there is one thing that lovers wait each year, this is Valentine’s Day or what they call  heart’s day celebrated every February 14. This day is commemorated fully with love accompanied with flowers, chocolates and gifts. But if lovers are happy during this day, there are some people who were even happier, these are the couples who joined the Mass Wedding Ceremony last February 14, 2007 at the People’s Gymnasium at 10:00 in the morning.

Before the wedding, couples who are non-catholic were baptized by the two priest (there were 17 non-catholic) so within the day, couples received two sacraments,  sacrament of matrimony and baptism.

Msgr. Benjamin T. Lasam, Tuguegarao City parish priest  and the assistant parish priest Fr. Jesse Taliping solemnized the said wedding ceremony.

Like a typical wedding rite, couples had their first dance, slicing of cake, tossing of wine and pictorials., except that these are all given to the couples for free!

Our City Officials, department heads and heads of different line agencies who stood as the principal sponsors, joined the couples in this momentous celebration.

The said wedding was opened to all couples who are to be wed for the first time and also to couples who have not yet wed but had lived together for more than 5 years (Article 34).  Another highlight of the said event is the special participation of the Visually Impaired Persons (VIP) under the supervision of the CSWD.

Already on its 4th year, this annual event sponsored by the city government is conducted by the office of the City Civil Registrar headed by Mrs. Carolyn S. Mallillin.

STAC CONDUCTS CEREBRAL PALSY AND AUTISM SEMINARS TO PARENTS

Aiming to help not only the children, but also their parents, Stimulating and Therapeutic Activity Center (STAC )of the People’s Emergency Hospital has conducted a separate seminar on cerebral palsy and autism to parents who have children with the said sickness.

The primary purpose of STAC is to help improve/uplift the situation of poor Filipino children with disabilities aged 0-14 years. Operating in Tuguegarao City for 10 years now, STAC aims:

1. To provide free and comprehensive rehabilitation services to poor children with disabilities (CWDs).

2. To make available free indoor and outdoor stimulation and therapeutic training through play and social activities for the physical, social and psychological development of CWDs.

3. To prepare CWDs  for education and their integration into the mainstream society. To develop capacities of CWDS for them to become productive members of their communities.

LGU'S SCHOLARSHIP OFFERING '07

SCHOLARSHIP GRANT TO POOR BUT DESERVING STUDENTS
(Ordinance No. 06-200, as amended)

Sec III. QUALIFICATIONS OF THE GRANTEE

1. Must pass a qualifying examination to be administered by the city government;

2. Must be a bonafide resident of Tuguegarao City;

3. Must not be more than 26 years of age;

4. Must be of good moral character as certified by the high school principal from the school where the grantee graduated;

5. Must be a high school graduate with a general average of 85% or its equivalent in his high school Form 138;

6. Must not belong to a family whose gross annual income is over P72,000.00; and

7. Must enter college as a freshman.

Sec. IV. APPLICATION

REQUIREMENTS

1. Fourth Year High School Card;

2. Copy of parents income tax return for the preceding year or if none, a certification to that effect;

3. Police Clearance;

4. Court Clearance (from the RTC and the  Provincial Prosecutors Office)

5. Certified Xerox copy of birth certificate;

6. Barangay Clearance;

7. Voter’s ID of parents, and, if applicant is of voting age, the applicant must submit a voter’s affidavit; and

8. An undertaking that  applicant is not a grantee of any scholarship or study grant.”

EDUCATIONAL ASSISTANCE TO DOST SCHOLARS
(Executive Order No.14,    series of 2006)

A. QUALIFICATIONS OF THE GRANTEE 

1. Must be a DOST Scholar;

a) Both parents must be bonafide residents of  Tuguegarao City;

b) Must have been officially enrolled in a college or university within or outside the region, taking up DOST approved course;

c) Joint parents’ income must not exceed P120,000.00;

B. APPLICATION REQUIREMENTS

1. Secure and Fill-up application form;

2. Secure and submit the following Certifications;

a) from DOST attesting to the fact that he/she is a DOST Scholar;

b) from the school enrolled in (registration of enrollment shall suffice);

c) from school registrar/accounting on  assessment of school fees.

d) from Barangay attesting that he/she is a bonafide resident of Tuguegarao City.

IBANAG CULTURE AND THE  ARTS (ICA) SCHOLARSHIP GRANT
(ICCA Resolution No. 1, Series of 2006)

1. QUALIFICATIONS OF THE GRANTEE 

a) Must be a bonafide resident of Tuguegarao City;

b) Must not be more than 21 years old;

c) Must be single

d) Must be able to sing, dance and act.

e) Must be physically and mentally fit.

f) Must be of good moral character.

g) Must possess dedication and commitment to the arts.

h) Must have an average grade of 80%  or above.

i) Must be a high school graduate.

j) Must be willing to be trained during Saturdays and Sundays including summer vacation.

k) Must pass screening.

l) Must enter college as a freshman.

2. APPLICATION REQUIREMENTS

a) Secure and Fill-up application form;

b) Undergo screening tests.

c) Fourth Year High School Card;

d) Police Clearance;

e) Court Clearance (from the RTC and the Provincial Prosecutors Office).

FREE EYE SCREENING AND CATARACT OPERATION HELD

Aiming to restore the gift of sight to indigent cataract patients, the Resources for the Blind Incorporated (RBI), Manila in cooperation with the city government conducted a three-day free eye screening and cataract operation at the People’s Emergency Hospital last February 7-9, 2007.

As early as 9 o’clock in the morning of the team’s first day, more than 80 patients (from the youngest to the oldest) patients had already signed up.

Dr. Ray Dulig, People’s Emergency Hospital Chief reported a total of 2  and 53 patients who underwent ptyridium and cataract operation respectively.

Patients who came are not only from Tuguegarao but from other provinces such as Baggao, Iguig, Sto.Nino, Aparri, Aparri, Solana, Enrile, Rizal, Lallo, Tuao, San Pablo, Penablanca and Nuava Vizcaya.

The medical team headed by Dr. Lawrence Liceralde also provided medicines during the surgery and medical supplies like intra ocular lenses and equipment.
