Tuguegarao City believes that health is wealth and that healthy citizens are the strong foundation of a progressive and peaceful city. The Tuguegarao City Plan of Action for Nutrition have adopted strategies that will help achieve its goals and objectives which is to improve the nutritional status of its constituents by preventing, controlling and eliminating micronutrient malnutrition. Massive information on health and nutrition along with supplemental feeding program among preschool and school children continued to be shared with the different barangays and schools. The City Nutrition Committee in coordination with Nestlé Philippines and AMHOP (Association of Municipal Health Officers of the Philippines) conducted the “Operation Family Nutrition” as one of its innovations in CY 2005. The program included lectures on exclusive breast feeding, family planning, environmental sanitation and livelihood programs.

The decline of malnutrition rate in the city is attributed to the convergent efforts of the city government and the non-government organizations to help prevent and eliminate micronutrient and protein energy malnutrition.

With concerted efforts of different stakeholders, Tuguegarao City received its 2^nd Maintenance Award in Nutrition in CY 2005.

The Cityhood of Tuguegarao paved the way to a tremendous change in the economic and social aspect of Tuguegaraoeños. The rapid economic expansion and the centrality of goods and services it offers brought not only significant changes in the lifestyle of the people but a continuous influx of migrants in the area. As an identified Primary Growth Center of the Cagayan Valley Region, it has the responsibility to provide for the basic and essential goods, facilities and services expected of LGUs. More so, the city government is responsible in sustaining the positive effects of urbanization while reducing the negative impacts.

In juxtaposition with the positive impact of urbanization of Tuguegarao comes the environment-related problems such as congestion, pollution, garbage collection, spread of diseases, etc. In this regard, the city government together with the schools, NGOs and RLAs are undertaking persistent efforts in order to thwart these growing problems. Consistent with the Republic Act 9003 otherwise known as the “Ecological Solid Waste Management Act of 2000,” the plans, programs and activities being implemented by Tuguegarao City in order to ensure protection of public health and environment have been very significant. It is interesting to note that the citizens including the migrants are cooperating and responding to the campaign on resource conservation and recovery and the utilization of environmentally-sound methods that maximize the use of valuable resources. The impact maybe gradual, but in due time, Tuguegarao City will be transformed as the Cleanest and Greenest Component City of the Philippines.

Peaceful, Safe and Orderly

Tuguegarao City endeavors to be peaceful, safe, and orderly to enable its people to enjoy life and the fruits of their labor. In recognition of its efforts, Tuguegarao City is awarded the BEST CITY PEACE AND ORDER COUNCIL for Region 02. This recognizes the joint efforts of government, civil society and business in keeping the peace, law and order, public safety and security for the capital of the province and of the region.

Through the programs, projects and activities in the approved Integrated Area/Community Public Safety Plan: on Prevention and Control of Crimes, the city’s Crime Solution Efficiency improved. The healthy partnership of the local police and the community led not only to the solution of most criminal cases, but also the prevention of crimes through the information supplied by the vigilant residents. The City Government provided greater police visibility and citizen access to protective services through more Police Hotlines, text messaging in partnership with Globe and Police boxes. The relentless campaign against illegal drugs, gambling, and loose firearms has been fruitful in 2005 with a total of 77 suspects for the three different crimes arrested. In addition, 161 wanted persons and 3 criminal gang groups were neutralized, an indication of the police exemplary performance for CY 2005.

The partnership of the Women & Children Police Desk (WCPD) and the Complaint Referral and Action Center facilitated the action and referrals of 29 cases to proper adjudicative bodies of the city government. In fire prevention, various lectures on fire safety and basic first aid has been conducted with the participation of the Bureau of Fire Protection and other concerned agencies. Regular fire drills keep the BFP personnel and the community ready for ready and effective response.

Ten medical and dental outreach services and twenty four livelihood promotion activities were undertaken in the different barangays as joint ventures of the PNP, different agencies and the barangays in CY 2005 to strengthen community ties.

Public Safety includes freedom from unscrupulous business practices. With joint efforts in the implementation of the VAT Law, Tuguegaraoeños are shielded from market manipulation and from being victimized by persons who capitalize on the prevailing national economic instability. The Tuguegarao City Price Coordinating Council regularly monitors the prices of basic commodities to avoid hoarding and panic-buying and regularly issues public advisories through radio and cable television shows hosted by the City Government and the Department of Trade and Industry.

The Tuguegarao City Government worked with schools, businesses, churches, barangays, agencies and NGOs to bring about beauty and order in the city.
