Envisioned to be the City of Excellence for Education, Commerce and Culture, Tuguegarao city continuously aims for outstanding performance and competence in administration, citizen participation, community and economic development, cultural arts, education, fiscal management, infrastructure, intergovernmental cooperation, planning, public safety, recreation and leisure services, social services, and technology.

Hon. City Mayor Randolph S. Ting has the distinct privilege of being Outstanding City Mayor of the Philippines for 2 consecutive years (2002 and 2003 Local Government Leadership Award). In 2003 and 2004, Tuguegarao earned recognition as  National Finalist for the LCP Best Practices Award, National Literacy Award and the Most Outstanding City Peace and Order Council. The city was awarded the Consistent Regional Outstanding Winner in Nutrition (CROWN) Award in 2003 and successfully maintained it in 2004-2005. In 2004 and 2005, Tuguegarao City also won the Most Outstanding TLDC for Luzon Award. In 2005, the city joined the roster of Gawad Parangal (for Mayor Randolph Ting and CSWDO Myrna Te), the Galing Pook Top Ten Outstanding Programs for the Tuguegarao City Agricultural and Fishery Modernization Program and national finalists for the Most Outstanding Peace and Order City Council of the Philippines by strengthening its programs for poverty reduction, wealth generation, environmental management and good governance.

With renewed commitment to excellence, Tuguegarao ended 2005 with more awards.  Having celebrated its Quadricentennial on May 9, 2004, Tuguegarao City grows stronger with its Pav-vurulun Spirit, the  sense of belonging that shapes the city's  growth and progress. It binds Tuguegaraoeños to triumph over fires, wars, upheavals, differences, difficulties, misunderstandings, controversies and obstacles. Recognizing the need to create for themselves a nurturing environment, and accepting that they have to make things happen, Tuguegaraoeños choose to make Tuguegarao City strong, and progressive and their true home.  They choose to live together harmoniously and to excel.  As it is named,  the city is  the Moving Fire  of the Cagayan Valley.

The excellent performance of Tuguegarao City stems from the teamwork of the Executive and the Legislative branches. Though dichotomous, the two branches of the City Government maintain a working relationship that generates a  synergy, which supports the  development momentum of Tuguegarao City.
