High Levels of Access
Access is a
precondition for the satisfaction of almost any basic human needs. It
includes decision-making and public participation, opportunities, services
and resources for food, economic prosperity, moral and cultural enhancement,
education and manpower development, housing, health and safety, investment
and finance, peace and order, sports and recreation, environmental
integrity, technology and innovations, public transport, power, potable
water, communications, and comfort and convenience.
At present,
not all Tuguegaraoeños have access to all these amenities. However, the
government is continuously working very hard in order to facilitate
development through diagnosis and promotion of the most cost-effective set
of interventions to meet the actual needs of the people of Tuguegarao.
Cultural
Heritage Development
Cultural heritage is
based on aspects of our past that we want to keep, appreciate and enjoy
today and to pass on to future generations. Those aspects of our past
evokes special meaning for us as individuals or as members of a
community, and reflect particular customs or beliefs.
It is in the
preservations of our cultural heritage that our identity as Ibanags will
flourish in the many years to come.
The Tuguegarao City
government through the Ibanag Council for Culture and the Arts (ICCA)
is implementing the Culture, Arts and Tourism Action Plan to document
and transmit as well as sustain and encourage public awareness and
interest in the Ibanag cultural heritage. The Annual Ibanag Festival
which is participated by the schools, barangays and NGOs showcases
Ibanag songs and dances.
Also annually, the
Tuguegarao City government through ICCA presents the Ibanag epic
“Biuag and Malana” to showcase the rich Ibanag culture.
Sports Development
Tuguegaraoeños
are known not only as hard-working but also fun-loving people. They
believe that a “healthy body translates to a healthy mind.
It is through this
principle that Tuguegarao City recognizes the critical role of sport in
children’s lives and the whole community, in general. It
promotes friendship and fair play. It teach team work, discipline,
respect, and the coping skills necessary to ensure that children develop
into caring individuals. It helps prepare young people to meet the
challenges they will face and to take leadership roles within the
community.
The conduct of various
annual sports activities such as the Tuguegarao City Summer Sports
Clinic, Mayor’s Cup Basketball Tournament, Tennis Tournament, Athletic
Association Meet, Government Sports Fest etc. is one of the government’s
way of promoting good health, create child-friendly spaces and warn
about the harmful effects of smoking, alcohol and drug abuse. It is also
an effective way to reach children and adolescents who are often
excluded and discriminated (i.e. orphans, children with disabilities,
and children from indigenous communities).
Along
with the good moral values these sport activities
inculcate on children are the conspicuous awards which
our athletes receive in various contests. Our dreams of
discovering, training and developing world-class
athletes - Tuguegarao Olympians are not farfetched as
the children display exemplary performance in every
sports contests.
