Riverbend Convention Hall, Marikina City - Mayor Randolph S. Ting Preparing for Tuguegarao City CDS Presentation City Development Strategy (CDS) accelerated the growth of Tuguegarao City. CDS is a World Bank-assisted project supporting cities of developing countries in the formulation of a strategic plan focused on poverty reduction, economic development and good urban governance to allow cities to eradicate poverty and slums and to become engines of growth. CDS assisted Tuguegarao City to fine-tune and coordinate its development efforts to achieve its desired state – a HOME of God-centered, family-based, child-friendly, and globally competitive partners with broad and active intellects, spirited hearts and strong souls.

With CDS, the city government departments of Tuguegarao discovered and nurtured common grounds for joint efforts with NGOs, barangays, schools, churches and other sectors of civil society to make Tuguegarao City livable, competitive, bankable and well-managed, a true Premier Ibanag City, the Center of Excellence in Education, Commerce and Culture in Northeast Philippines. With the CDS seminars, trainings, workshops, consultations, and assemblies, Tuguegarao City acquired knowledge and skills, and developed the needed confidence and working relationships to move past the current undesirable conditions to the desired state - a HOME of God-centered, family-based, child-friendly, and globally competitive partners with broad and active intellects, spirited hearts and strong souls.

Multi-sector assemblies and workshops called for the purpose of developing the City Development Strategy of Tuguegarao also generated the goal-oriented problem solution approaches best suited to the peculiarities and strengths of Tuguegarao City and of its people. The strategies were grouped together according to the city's intended outcomes.

The final citywide strategies are as follows:

1. REDUCE POVERTY to lessen demand for social services and to strengthen the local economy through:

      a. Agricultural and Fishery Modernization
      b. Cooperative Development
      c. Livelihood and Employment Generation
      d. Housing and Housing Loans
      e. Education, Culture and Sports Development
      f. Health and Nutrition
      g. Values Formation

2. GENERATE INVESTMENT AND PROMOTION to create more development partners in the private sector and to strengthen the local economy through:

      a. Economic Transformation
      b. Transportation System Management
      c. Solid Waste Management
      d. Kabuhayan / Trade Center
      e. Cultural Heritage Development
      f. Cooperative Development

3. INCREASE FINANCIAL CAPABILITY to be able to provide more and better services and facilities.

      b. Basic Customer Service Skills
      c. Revenue Enhancement
      d. Revenue Code Revision
      e. Local Productivity and Performance Measurement System

4. CAPABILITY BUILDING to improve efficiency and effectiveness.

5. GOOD URBAN GOVERNANCE to enhance the synergy between the government and civil society.
