Tuguegarao’s
General Fund Revenues for its first five years as a Fourth Income Class
Component City are summarized as follows:
GENERAL FUND REVENUES: TUGUEGARAO
CITY (MILLION PESOS)
Tuguegarao was converted into a component city of the Province of Cagayan on
December 18, 1999. Its conversion increased the amount of Internal Revenue
Allotment, which is being used to improve the services and facilities and to
create more opportunities for growth, progress and improvement in the quality of
life in Tuguegarao, which serves as the service center not only of Cagayan but
of the entire Cagayan Valley and it neighboring regions.
All
efforts of Tuguegarao City are now geared towards its evolution as
the “Premier Ibanag City, the Center of Excellence in Education,
Commerce and Culture for Northeast Philippines”. As a city,
Tuguegarao strengthens its financial resources through Tax Amnesty,
Tax Campaigns, Capability Building, Identification of new tax bases,
Database Building, Computerization of collections and records and
improvement of office systems.

EXPENDITURE BY FUNCTION
Tuguegarao City
was able to implement more projects to hasten the city’s transformation and to
maintain the city’s awards and excellent ratings. City Mayor Randolph S. Ting,
supervising the Department Heads and Program Coordinators managed a P22.20 M
savings for the year.
Organizational Management
The
attainment of all the city government’s projects, plans, and programs depends
entirely on the ability and capability of its human resource to implement such
endeavor. It is imperative that the government’s human resource is well-equipped
in terms of education, skills, and training in order to keep up with the arduous
and changing demands of the government’s present and future tasks. Personnel
enhancement is undertaken regularly through local and foreign scholarships,
seminars, workshops, trainings, and consultations. Office reports and documents
are simplified and computerization of all transactions is implemented.

The
Local Productivity and Performance Measurement System and the
Performance Evaluation System is strictly implemented in order to
monitor the performance of the government’s personnel.

the government and the civil society is taking its toll through economic
growth, cleaner surroundings, and prevailing peace and order.
It is by far, in terms
of investment in infrastructure, trade and services that the private
sector contributed a greater share in the development of Tuguegarao
City.
